Kiro IDE: Choose When Kiro Uses Workflows

This release adds the Use workflows control, so you can choose how often Kiro starts workflows in a chat. It also makes installed Powers more reliable across the IDE and Kiro CLI, applies the Memory setting's Off default, and improves terminal and in-product feedback behavior.

[Improvements] Choose when Kiro uses workflows: In the Workflows panel of a chat, set Use workflows to Only when asked, Only for large tasks, or As much as possible. New chats start at Only when asked. Prefer Only when asked when you want to decide each delegation yourself, Only for large tasks to hand off multi-step work, and As much as possible to route most tasks to workflows. Kiro remembers your choice for new local chats, and the Kiro Agent: Workflows setting still turns workflows on or off. [Fixes] Powers installed with the Kiro CLI now remain visible in the Installed list of the Powers panel instead of breaking the panel or disappearing from it.

[Fixes] Memory now applies the Off default when you have not chosen a level. Existing choices remain unchanged.

[Fixes] Commands that contain `!`, such as `echo "a!b"`, no longer fail in the agent terminal with "event not found" in bash or stall waiting for a closing quote in zsh.

[Fixes] Installed custom Powers now show the description, author, and repository from their own `plugin.json` consistently in the Installed list and details view.

[Fixes] A terminal command no longer starts after a delay when shell integration was ready before the prompt accepted input.

[Fixes] When the Auto model retries a response, the retry notice now reads "Couldn't complete this response. Retrying…" instead of naming a model.

[Fixes] Closing What's New after opening it from the status bar no longer loses keyboard focus.
