[Improvements] Powers keep working when a server is unavailable: If a Power's MCP server fails to connect, your turn still runs without it, and chat shows a warning instead of an error card. A server that needs you to sign in still asks.

[Fixes] Fixed conversations with many images being rejected or failing to compact. Kiro now omits older images from oversized requests and can retry a rejected summary without image payloads.
