[Devin Desktop] Devin Desktop keeps a much smaller local settings file for accounts with many available models, and resolves user settings once per change instead of on every read. Typing, selecting text, and copy/paste no longer stall the extension host.

[Fixed] The `edit`, `write`, `apply_patch`, and `notebook_edit` tools in Devin Local now refuse to write through a symlink, so an approved edit can no longer be redirected to an unexpected file.
